California GDL Laws

In 1998, California enacted their Graduated Drivers License law that requires all new teen drivers to obtain their driver’s licenses through a three-step process. This law is aimed at reducing the amount of teen driving accidents, injuries and fatalities.

Stage 1: Provisional Permit

A new driver must be at least 15 years and 6 months old to apply for a provisional permit. The licensee must hold the permit for a minimum of 6 months. If licensee is under 17 years old and 6 months, they should complete driver education and 6 hours of professional driver training. During this period, the licensee must complete 50 hours of supervised driving - 10 of which should be at nighttime, accompanied by a validly CA licensed adult age 25 years or older.

Stage 2: Interim Driver's License

To apply for an interim driver's license, the driver must be at least 16 years old and has completed the road test. The interim driver's license is good for 60 days, a period in which the licensee should receive their new photo license, the provisional driver’s license. The nighttime driving restriction applies for the hours between 1 1 PM and 5 AM. For the first 12 months, the licensee is not allowed to drive with passengers, unless supervised by a validly CA licensed adult age 25 years or older.

Stage 3: Provisional Driver's License " Full License

The provisional driver's license in California carries certain restrictions that are lifted when the licensee turns 18, which also removes the "provisional" status of the license.

After 12 months have passed from the issue date of the provisional driver's license, restrictions no longer apply, given that the licensee does not break any traffic law.

"My parents thought I needed more practice before I went to get my driver's license, so they registered me for this prep course. I was so thankful because I didn't realize all of the questions I'd be asked just to get my license. I passed my first try because of the course."
