West Virginia Learner's Permit

In West Virginia, you must be at least 16 years of age and you must have had your Level I Permit for 6 months. You can receive your Level I Permit at age 15 and is considered Stage 1 of the West Virginia Graduated License Law. You must have a 50 hour certification form completed, with 10 of the hours being at night, and certified by parent or legal guardian or Driver Education Card. All new drivers are also required to take a written Road Rules and Road Signs knowledge test which contains questions on West Virginia traffic laws, road signs and rules of safe driving. At Stage 2, the new driver is eligible to take their road skills test to receive an Intermediate Driver License.

West Virginia Road Test Requirements

The road test will last approximately 20 to 30 minutes. Your ability to drive your vehicle safely in a variety of traffic situations will be tested. A West Virginia driver license examiner will administer the road test and you will need to supply your own vehicle. Before taking you out on the road the examiner will check to see if the car you are driving has a current registration and proof of vehicle insurance.

You'll be prepared to perform the following maneuvers during your road test:

  • Perform safe Left and Right Turns, as well as Three Point Turns
  • Proper Signaling for lane change and parking
  • Lane Usage, Right-of-way, Intersection Approach and Overall Vehicle Control

Scheduling Your Road Test Appointment

You can contact your local DMV office for location and hours to schedule your road test. Remember to bring the following documentation with you:

  • Proof of Identification to apply for a West Virginia License
  • A current School Driver Eligibility Certificate

Applicants who fail either the written or road skills test may not be tested twice within a period of one week.

West Virginia GDL Laws

West Virginia's graduated driver license law is a three-step program that reduces the risk while new drivers under the age of 18 gradually work up to driving safely on their own.

Stage 1: Instruction Permit

A new driver must be at least 15 years old to apply for an instruction permit. The required holding period for an instruction permit is 6 months. The licensee must complete 50 hours of driving time, 10 for nighttime driving. If the licensee has taken driver education, no hours are required.

Stage 2: Intermediate License

The licensee must be at least 16 years old to qualify for an intermediate license. The nighttime restriction for an intermediate license is not being allowed to drive between the hours of 10 PM to 5 AM. For the first 6 months, the licensee isn't allowed to have any passengers younger than 20, for the second 6 months, the licensee isn't allowed to have more than one passenger under 20.

Stage 3: Intermediate License

In order to remove the nighttime and passenger restriction, the licensee must be 17 years old.

Learner's permit holders younger than 18 may not drive 10 pm-5 am and may not carry more than 2 passengers in addition to the supervising driver.
