Your Learner’s Permit is considered Level 1 of the North Carolina Graduated License Law and requires completion of an approved driver education course that meets North Carolina requirements and a Driving Eligibility Certificate (issued by the public school system), a high school diploma or its equivalent. All new drivers are also required to take a written Road Rules and Road Signs knowledge test which contains questions on North Carolina traffic laws, road signs and rules of safe driving. North Carolina GDL Laws

Nebraska's graduated driver license law is a three-step program that reduces the risk while new drivers under the age of 18 gradually work up to driving safely on their own.

Stage 1: Learner's Permit

A new driver must be at least 15 years old to apply for a permit. The required holding period for a learner's permit is 12 months.

Stage 2: Provisional License

The licensee must be at least 16 years old to qualify for a provisional license. The nighttime restriction for a provisional license is not being allowed to drive between the hours of 9 PM to 5 AM. The licensee is not allowed to have more than one passenger under the age of 21 years old. If there's already a member of the family who is under 21 as a passenger in the vehicle, no other passengers under the age of 21 is allowed to ride.

Stage 3: Full License

In order to remove the nighttime and passenger restriction, the licensee must be 16 years and 6 months old.

Licensees under the age of 18 may seek to apply for a provisional license. This also means that the applicant must be accompanied by a licensed driver at all times.
